Nihla was raised in Northern Utah and is married to James D. Judd. They have five children and are the grandparents of fifteen grandchildren. They have lived in Winchester Hills in Washington County, Utah for the past 21 years.
She attended BYU and Weber State College. She understands that freedom comes at the price of responsibility.

I pledge my service to you in using my influence to:
• Uphold the U.S. and Utah Constitutions as the supreme law of the land defending life, liberty and property
• Work toward state control of our lands through nullification
• Support local law enforcement against federal intrusion and control
• Work toward returning education to parental, local and state control
• Hold elected and appointed officials accountable to their oaths
• Reduce the size of government
• Repeal the 17th Amendment to restore a balance of power to Utah
• Work to restore rights and powers to the people
• Support legislation to protect the religious liberty of public school students
• Uphold the U.S. and Utah Constitutions as the supreme law of the land defending life, liberty and property
