LWV? 1. Several polls have indicated education is the number one issue of Utah’s constituents. What would you propose to raise Utah out of our current ranking of 51st in the nation as far as per pupil spending and classroom size?

HB 135 53A-1-903 (UCA)
line 201 © minimize additional state, maximize local control
line 202 (d) “minimize additional state resources that are diverted to implement federal programs.
line 204 (e) request changes to federal educational programs,
53A-1-904
line 238-239 - ...the parents, in conjunction with school officials, shall determine which programs best meets the educational needs of the student.
UCA Sect. 30-5a-103(1) citing 62A-4a-201(1) “Parents retain the fundamental right and duty to exercise primary control over the care, supervision, upbringing, and education of their children.
The Federal Government has no authority to step into education. (NO enumerated powers = unconstitutional) Education is a state/local issue.
General Education Provisions Act (20 USC 1232a): No provision of any applicable program shall be construed to authorize any department, agency, officer, or employee of the U.S. to exercise any direction, supervision or control over the curriculum, program of instruction, administration, or personnel of any educational institution, school, or school system.
It is not bad but good that our spending is the lowest. It shows frugality & thrift. Despite our low spending we are near the top of the nation in test scores, grades & graduation rates.
We get more for our money in Utah. Research teaches that there is no correlation between how much is spent & how well children are educated. Utah's private schools cost about half the cost of public school; they produce a superior education.
Lets wisely use the amazing resources we have:
LWV ? 2. Utah has a well-known air quality problem. What is the single most important thing the legislature can do to improve air quality?
Nihla: Government intervention with catalytic converters has greatly reduced pollution. It is rare that government intervention is efficient or effective. We applaud them in this instance.
Because of climate / topology, Utah has had air quality problems for decades. The legislature cannot control the weather or topology so:
If all else fails, turn on the fans and / or move to Southern Utah.
LWV? 3. Without expanding Medicaid in Utah, a significant number of Utahns will go without the coverage required to receive adequate health care. What action do you think the Utah Legislature should take now to provide for the health of all Utah residents?
Get rid of malpractice suits so that health care is affordable again.
Utah should push back against Obamacare & Federal encroachment. Government should not be allowed to take our funds through taxes, launder it, use it to hold us hostage & then give some back with strings attached.
We must stand on correct principles. Taking from some people to give to others is dishonest / unconstitutional. If we would not take from Neighbor A to give to Neighbor B, we should not expect government to act dishonestly in our behalf. (Legal Plunder)
Medicare coverage & providing for the "health" of Utah residents are different things. The Constitution of the U.S. has NO power over health care. It is NOT an enumerated power.
Utah Constitution: "…the Legislature shall pass laws to provide for the health & safety of employees in factories, smelters and mines." (ONLY)
The state is not obligated to provide health care. People have the responsibility to provide for themselves followed by family, churches & charities. We will never learn about charity if we continue to allow the government to plunder us. Health Care is not an entitlement. If we want it we can work to earn it! Rights do not infringe upon other individuals. It is our individual responsibility to keep ourselves healthy.
People are not barred from medical treatment because they don't have health insurance. If they go to the hospital, they are treated. Hospitals work with their communities to provide charitable contributions, donated & voluntary services to those who are in need & unable to cover their expenses/emergencies. Americans are charitable & give when there is need.

- Utah families spend the highest percentage of the family budget on education than other states.
- Utah's standard of living is higher than other states.
- Utah's cost of living is lower than most other states.
We get more for our money in Utah. Research teaches that there is no correlation between how much is spent & how well children are educated. Utah's private schools cost about half the cost of public school; they produce a superior education.
Lets wisely use the amazing resources we have:
- best & brightest teachers
- good students
- innovation
- technology
- Schools in Clearfield are using volunteers, stay at home moms & seniors in the classrooms.
- Charter schools receive $550.00 per student less than traditional schools & produce a superior education.
- Local control is what produces the best education not money, federal control, or government programs.
- Return to what our education system was like when we were the top of the world in education.

Because of climate / topology, Utah has had air quality problems for decades. The legislature cannot control the weather or topology so:
- Enable / reward the private sector to find innovative, creative technological solutions managed within the states – not the Federal Government (totalitarian control). The elimination of bureaus, government red tape, fees & fines to businesses will facilitate this effort. Let the free market work. Unhindered Americans are great inventors.
- Encourage natural gas vehicles by reducing restrictive government regulations & giving business incentives.
- Encourage citizens to car pool, share rides, ride bicycles, and walk. With so many government employees going to the same locations, encourage them to car pool.
- Educate citizens that natural gas is a cleaner source of fuel than wood or coal for homes / businesses.
If all else fails, turn on the fans and / or move to Southern Utah.
